Cheap leads aren't cheap customers. This account had spent $186,820 across 80 campaigns, and most of it was judged on cost per lead. That number was pointing the budget at the wrong ads.
So I changed the question. For every ad: what does the business pay for a submitted application, the step where a homeowner actually applies for a remodel? The answer rearranged the whole account.
The account's all time cost was $400.90 per application. Scroll to see which ads were driving that, and which ones fixed it.
Exhibit B Same six ads, two rankings
Six selected ads from the Client E ad table, Aug 2023 to Sep 2026.
01 · The usual view
Ranked by cost per lead, the bathroom client asset ad is second best in the account at $32.98 a lead. Most buyers would put more budget behind it.
02 · The view that matters
Rank the same six ads by cost per application. The bathroom ad drops to last: $461.71 per application.
03 · Why
It logged only 3 applications from its 42 leads. The two free fridge ads logged as many applications as leads: 44 for 44, and 18 for 18. The ad was easy to click and easy to fill in, so it attracted people who weren't ready.
04 · The benchmark
Every ad is now judged on cost per application first. The 3 campaigns active at the Sep 23, 2026 review ran at $193.05, against $400.90 across the account's full history since Aug 2023. Different campaigns and dates, so it's a benchmark, not a before and after.
Exhibit C The briefs that came out of it
The free fridge offer
44 applications at $35.64
Top ad. "Full remodel" comes before the bonus, which filters out small jobs. It logged 44 applications for 44 leads.
The kitchen showcase
116 leads · $238.35 per application
Volume driver. It earns attention, but it logged about 1 application for every 6 leads. Next: say who the offer is for before the CTA.
Qualify before the click
$32.98 CPL → $461.71 per application
Keep the original as a control. Show service area, project type and readiness before the form. CPL may rise. That's fine if cost per application falls.

Verdict
Judge every ad on the step that makes the business money. Here that's the application. The 3 campaigns active at the Sep 23, 2026 review ran at $193.05 per application, against $400.90 across the account's full history.
